OS/2 Warp 4.0 requires a boot disk to start up for setup. Boot disk is provided in the download. Installation instructions Boot your computer or emulator using the Installation diskette.

It will ask you to swap disks until the machine is booted into the setup program. Installation is fairly straightforward and will work in any modern emulator.
